This cost creates barriers to education for lower-income students and creates a large debt burden for students.

The Department of Education has programs to help borrowers eliminate their student debt. For example, there are programs that help the newly disabled or public servents with loan forgiveness.
The problems:
- The Department of Education does not properly educate students before borrowing.
- To defer loan payments due to disability, the process and forms are difficult to complete
